Make new utility window be always on top

I want the new utility window to be on top and if the user tries to click on the main application behind the new window flashes and prevents them from clicking on anything. Basically I want it to act like the properties dialog box in Microsoft office where interaction with the main application is disabled until the window is closed (either by clicking OK or CANCEL or the cross in the top right)
